Yes; urea in lower % is an excellent humectant; in 10% and higher it's also a mild exfoliant. rop
Eucerin Urea products are gentle and moisturizing. I like the Body Lotion with 10% Urea and the face moisturizer with 5% Urea is extremely hydrating.
