You could try MAC Lady Danger. I have the same issue as you. LD looks neutral, leaning
cool on me. Just a true red. You can add a little balm or vaseline on top to make it less matte.

I think it may not be rising off well for me…Worrly also suggested that maybe the cream cleaner may be causing a buildup. I suspect you’re both right.

i actually found vanicream cleanser to b mildly drying. your best bet is probably to use a non-foam+
ing cream cleanser. neutrogena actually makes a nice ultra gentle hydrating cleanser. Cetaphil also makes several gentle cleansers for dry skin. An
