Hmmm I actually use this as a shadow. It's like a royal blue on my skin tone. I could push it to look purplish if i surround it with pinks. As a liner I think it would be too bright for me....

Sapphire is a shimmery vibrant navy blue. Its super bright and very metallic looking. Reminds me of Stila Smudgepot in Cobalt. Very bright. It comes in a jar with no sifter top and retails for $12....
