Waterproof Eyeliner Pen

It smudges and the most annoying thing is that it flakes and falls out like crust if you wipe your eyes :( it does not have a deep rich colour when it goes on the eyes...though it seems kinda full...

This product was supposed to be smudge proof, waterproof, and very black. It wasn't that well pigmented, and it it came off really easily. I don't even know what to say. I think that a sharpie...
