I agree with Smashbox 24hr, it's a good texture for dry lids and lets shadows remain vivid.

Mac Prep & Prime Extended or Smashbox 24 Hour Photo Finish Shadow Primer.+
Bareminerals and HG Veil might be worth trying as well.
