I have the most sensitive reactive skin. It's impossible. Combo. More oily in the summer+
and drier in the winter except my nose which is always oily. I have Rosacea and am acne/clog prone. Here's what I have been using for a long time:

Sulfur and bp don't work for me. Sulfacetamide(Klaron)+
worked well for my rosacea type 2 when I was super oily. I assume sulfacetamide is related to sulfur somehow. Sulfur soap and lotion were irritating
