Yes for some people. Try a heavy emollient balm. My favs are Laniege lip mask and Nuxe (in pot.)

I find my lips are drier on the nights I use RA gel. IDT it migrates but feel it draws moisture ++
From the surrounding area I use chapstick in the blue tube or nuxe on those nights
