LRP, Avene, Ultrasun and Bioderma (Euro) all have good lip balms with (chemical) SPF. Most rop
if not all other lip balms with SPF like Jack Black, Nivea, Labello etc. aren't stable and/or offfer broad-spectrum sun protection.

I’d go with cetaphil or Nivea for cleansing and moisture and invest in a good C serum and retinoid.
Only actives are going to make a difference in your skin.
