I installed a salt-free water conditioner. It helped a ton. Also using a clarifying+
shampoo that is chelating once a week, or using demineralizing packets like Philip Kingsley, Malibu C or Ion (from Sally’s) weekly will also help.

Did you use an actual water softener or just a water filter? +
They are different things. I use a the WaterStick water softener along with a water filter. I don't notice any difference if I just use a water filter
