No topical can reduce dark circles. For preventing fine lines/wrinkles use something with retinol. +
But sunscreen & sun glasses are most important when it comes to anti-aging. Also, no need for a specific $$$ "eye cream". For just moisture

For moisturizer, Eucerin q10 cream is awesome. It is so rich and luxurious without being heavy and greasy. Most drugstores carry it although I normall
