I would give them a good curl & just use straight waterproof. Try Etude House Mascara Fixer+
even with regular mascara formulas. It will give the mascara grip & hold the curl.

When I was SUPER oily the best primer BY FAR was the CG Tru Blend primer for ++

And I’ve probably used this for a decade, maybe longer. The Clarins one is likely an exact copy of the $5 Etude House one, not the other way round.
