If the bumps are on the lip line or w/in the Vermiliion border they could be Fordyce spots+
If outside the lip line could be just clogged pores. I find that certain lip balms will worsen both for me. Try sticking w/ plain vaseline for a bit

I don’t know if there is any product that can prevent a burn scar. I have my share of
