Yes, it claims to be water resistant, and I know I would get a ton more color without it... but water still rinses some of it away.

I'm guessing she's in the US now? If so I would recommend Coola Mineral Liplux in Skinny Dip. I have
searched high and low for a non-drying mineral lip balm, and this is the only one available in the US that is usable for me.

In the US I’ve only liked the Coola tinted balms. Everything else has been drying and/or very white+
Babo Botanicals also makes a tinted SPF balm, but I didn’t like the strong hazelnut scent personally and found it a little more drying. Nothing untint
