Have you tried a moisturizer or serum on lips FIRST, and THEN Vaseline? Makes a huge diff. ++
I've seen several derms recommending this method. Also, changing your toothpaste to a non-SLS one might help.

Some lip balms can cause this. Try switching to something very bland, like plain Vaseline.
