Chip Proof Strengthening Top Coat

This almost never dries completely, and after using it I frequently find sheet marks the morning after even though I polish my nails 6 hours before going to bed. I also do not find it helps...

This is terrible. I've tried it four times in a row, and it keep bubbling on my nail! Ugh! It takes forever to dry, too. The worst top coat I've ever tried!
