Does she have a Wet Brush or Tangle Teezer? These are good on wet or dry hair and might be less +
painful than a regular brush. But if she refuses to brush it, there's not much you can do short of brushing for her.

Tangle Teezer has a teasing brush that is less damaging than usual. I got mine at Ulta.

Wet brush++
I used to use the tangle teezer, and while it’s definitely better than a regular brush, I think the Wet Brush is even better for super tangly hair.
