I just got it in Japan. You need to apply base liquid before putting on the power. The packaging is incredible as for all Japanese cosmetic products. But i don't believe it'll be availble in the US...

The gel feel is nice and soft on your eyes. My eyes are very sensitive and can feel them softer, but I don't see any changes in reduction of lines so far.
