The first thing to check is your face cleanser+
Sometimes, even one that claim to be for dry skin, is too drying & it shows up first in my eye area. Or a cleanser that I have been using & it is fine

I need moisture around my eyes & I try every brand, every price. TJ's for $5.99 is the best one for me. Acure is a close 2nd.
